Description:
On a boat tour of the Duwamish River, I observed a large barge of what looked like rocks and soil for concrete production being unloaded via bulldozer, creating large plums of dust and debris, and the entire load was uncovered and the wind was creating a very large, visible plum of dust that hung over the river and was palpable when breathing as we passed.

Submitted to PSCAA 11:57AM 8/29/23 EM Case Number:2023501393 From PSCAA on 8/30/23: "I emailed the source on 8/29/23 to ask them about the activities at the plant and what could have caused dusting per the complaint. The source let me know they will investigate and get back to me on 8/30/23. I had a call with the source on 8/30/23, the unload of rock ended at 6:14 am and the barge departed at 8 am. There were no upset conditions while the unload took place. The water sprays were used at the beginning of the unload then turned off because of the rain that was adding moisture to the rock unload."
